Opening hearings, Committee Chairperson Olha Bohomolets presented the draft Military Medical Doctrine (MMD) which she has determined as “a system of maintenance and preservation of life of the citizens of Ukraine”, and stressed that the doctrine has to be applied across the country in time of peace and war.

According to O.Bohomolets, MMD aims at preventing and minimizing human casualties, as well as protecting and preserving life and health of both civilians and the military.

The people’s deputy noted that introduction of MMD “under today’s complicated conditions will allow significantly decrease the number of injured and ill; keep mental health of Ukrainians, as well as their physical, psychosomatic and social rehabilitation; and help coordinate the activity of citizens, NGOs and state institutions in order to reach common goals.”  

It was stressed that MMD is a package of measures aimed at preparing population, institutions and organizations of the country in peacetime and during natural disasters, or holding of hybrid warfare, terrorist acts or direct intervention of military forces of other countries into the territory of Ukraine, or conduction of warfare on the territory of Ukraine.  

According to the participants of hearings, MMD will help meet the needs of all the citizens of Ukraine – military men, those bound to military service and socially vulnerable groups of population by involving the citizens of Ukraine in military and medical training, civil protection and civil defense.  

It was noted that training programmes for medical experts should stipulate the study of the respective sections concerning health service support in war time and during emergency situations.

Following the results of discussion, the respective decision of the Committee shall be approved that will include in particular the proposal to the Government to take the presented draft MMD as a basis in the course of preparation of its final version.
